He was 92. Paul Adolph Volcker Jr. was born in Cape May, N.J., on Sept. 5, 1927. Mr. Volcker went to work at the Federal Reserve Bank of New York in 1952, prepared reports for policymakers on the inner workings of the financial markets and thus experienced a crash course in the nexus of economics, finance and public policy. In 1957, he left to work at Chase Manhattan Bank. He joined the Kennedy administration in 1962 as a Treasury official working on complex international financial matters.
