History of the Office of the Surgeon General, via Office of the Secretary, Assistant Secretary for Health, and Surgeon General, at Dept. of Health and Human Services web site, 10/3/2000 (in 1798, Congress est'd the U.S. Marine Hospital Service (predecessor of Public Health Service); in 1870, the Service was reorg. as a national hospital system with centralized administration under a medical officer, the Supervising Surgeon (to be known later as the Surgeon General); first Supervising Surgeon appointed in 1871, who est'd a cadre of medical personnel to administer Marine Hospital System; Jan. 4, 1889, Congress recognized the cadre by authorizing the Commissioned Corps; before 1968, Surg. Gen'l was head of Public Health Service (PHS); reorg. in 1968, responsibility for PHS assigned to Assistant Secretary for Health (ASH), Office of the Surgeon General was abolished, and Surg. Gen'l became a deputy to the ASH; 1972, Surg. Gen'l became advisor to Sec'y instead of advisor to the ASH; 1977, ASH and Surgeon General combined; 1981, separated again; 1987, Office of the Surg. Gen'l re-est'd as staff office in Office of ASH.; Surg. Gen'l reports to the ASH)
