Furthermore, based on scholarly research, a concept of Azerbaijan applied to the maps, can be quite legitimately used in reference to the territories of North and South Azerbaijan starting from the VIth century... Based on Arabic and Persian sources, in a time of Khalifat and futher on, starting from the VIIIth century, the term Azerbaijan was used in reference to both as North and South Azerbaijan. Azerbaijan became political-administrative, or geographic or political concept. As, for example, in XII-XIII cc. Azerbaijan along with a geographic concept represented also a political concept - Azerbaijani State of Atabeks (ref.: Z. Buniatov, Historical geography of Azerbaijan, Baku: Elm, 1987, p. 6).
