Born in the United Kingdom, B.A. in physics and in Near Eastern studies, University of California, Berkeley, 1973; master's degree in physics, University of California, San Diego 1975; Ph.D. in government from Cornell University, 1981. He began teaching at Bar Ilan University in 1982 and is currently professor of Political Science. He is the founder and president of NGO Monitor, a policy analysis think tank focusing on non-governmental organizations and has served as a consultant to the Israeli Ministry of Foreign Affairs and to the Israeli National Security Council)
