U.S. Naval Academy. American Sea Power Since 1775, c.1952 (Continental Navy; autumn of 1775 Congress, at the instance of the Rhode Island delegation, appointed a "Naval Committee" of seven for fitting out armed vessels. Ships were purchased, a Marine Corps of two battalions established, Nov. 10, and rules and regulations drawn up by John Adams. Admin. of Continental Navy throughout the war was in the hands of Congress, including 13 member Marine Committee from Dec. 1775 to Dec. 1779, Board of Admiralty consisting of three private citizens, and two members of Congress, and after 1781 the administration was centered under Robert Morris. There were subordinate boards in Boston and Philadelphia and ships and officers were commissioned by American agents in France. After Rev. War the Congress of the Confederation disbanded Navy, selling surviving vessels to France in 1785. Naval Act of 1794 reestablished a Navy)
