It was founded in 1816 by German and Polish colonists who emigrated from the Wurtenburg [Württemberg] and Warsaw duchies and named in honor of the victory of Russian forces over Napoleon in the 1814 battle of Arci [in French Arcis]. Until 1917 Art︠s︡yz was a village in the Izmaïlʹskyĭ povit of the Bessarabsʹka hubernii︠a︡. A Soviet government was formed there in Jan. 1918 but at the end of that same month Rumanian forces siezed the city. On 06-28-1940 Art︠s︡yz, as part of Bessarabii︠a︡, was returned to the Soviet Union and became part of the Izmaïlʹska oblastʹ.
