State senate 1876-1892 and served as president pro tempore during the session of 1883; elected as a Republican to 51st Congress to fill the vacancy caused by the death of William D. Kelley; reelected to 52nd, 53rd, 54th Congresses and served from Feb. 18, 1890, to Mar. 3, 1897; unsuccessful candidate for renomination in 1896; elected to 59th Congress to fill the vacancy caused by the death of Robert Adams; reelected to 60th Congress and served from Nov. 6, 1906, to March 31, 1907, when he resigned, having been elected mayor of Philadelphia, Pa.; served as mayor from Apr. 1, 1907, to Dec. 4, 1911; engaged in manufacturing in Philadelphia, but retained a residence in Washington, D.C., where he died on Jan. 4, 1914; interment in Laurel Hill Cemetery, Philadelphia, Pa.)
