New Orleans, Jan. 1, 1836; graduated 1858 from law department of University of Louisiana (now Tulane Univ.); first lieutenant in Louisiana Regiment of Artillery during Civil War; administrator of University of Louisiana, 1866; later professor of law; dean of law school for ten years; chairman of committee formed to organize the American Bar Association, 1878; elected to 48th Congress, 1883-1885; city attorney, New Orleans, 1888-1892; died Aug. 14, 1921)

B., University of Louisiana, 1858; admitted to Louisiana bar, began practice of law in New Orleans; April 1861, commissioned first lieutenant of artillery in regular regiment raised by State of Louisiana, with [Harvard classmate B.M.] Harrod as second lieutenant in same regiment; resigned commission August 1862; lived at different times in New York, Philadelphia, and Baltimore; after close of war returned to New Orleans, resuming law practice; in 1866, appointed (by governor) member of University of Louisiana Board of Administrators; appointed 1869 as professor of admiralty and international law in Law School, held for 9 years; then transferred to chair of civil law until resigned in 1883; dean of Law Faculty for 9 years; University government conferred on him in 1880 degree of Doctor of Laws; about January 1867, became counsel of Union Bank of Louisiana, now Union National Bank of New Orleans, a position that continues to hold; meeting at Saratoga, N.Y., to establish American Bar Association: chairman of committee that reported its constitution, brought about its organization, chairman of Committee on Legal Education and Admissions to the Bar; elected to Congress fall 1882 from First Congressional District of Louisiana, served through 48th Congress; then returned to New Orleans; in 1888, unanimously elected by City Council as city attorney or corporation counsel, position for 4 years; continues practice of law in New Orleans)
