  <abstract type="Summary">These are the findings of the Union League Club of New York City with respect to suffrage in the southern states. Based on statistics for Congressional voting between 1892 and 1902, the League concluded that low voter turnout is caused by restriction of African American suffrage. Examines laws in constitutions of southern states that restrict the African American vote, with Alabama cited as an example of a state with such laws.</abstract>
