  <abstract type="Subject">Editorial cartoon shows President Reagan as a mailman, carrying a bag of missiles, jauntily walking along whistling.  Behind him, an infuriated Russian man, holding an enormous battered dog in his arms, shakes his fist.  Signs reading "Beware of the Mad Dog" are posted on a fence beside him.  On April 14, 1986, the United States launched a massive bombing raid on Libya in retaliation for a terroist bombing of a nightclub in Berlin in which numerous Americans were killed.  President Reagan accused Libya of coordinating the attack and called Libyan leader Muammar Qaddafi  "this mad dog of the Middle East."  The Soviet Union, a long-time Libyan ally, denounced the bombing.</abstract>
