Editorial cartoon shows a despondent President Kennedy leaning over the edge of a small boat watching his social programs, shaped like the Liberty Bell 7 space capsule, flounder; "Urban Affairs Bill" has already slipped beneath the surface and the "Kennedy Education Program" appears on the verge of doing the same, also, due to "Committee Bottlenecks" there seems little hope for salvaging "Medical Aid to Aged." A frustrated passenger, possibly representing John Q. Public, asks if something can't be done "to blow the hatch on these things?"
