It is reported that gambling, for the time being, will be limited strictly to tourists and Cubans earning over $20,000 a year. Identification cards for well-heeled Cubans will be issued by the government Tax Division. The casinos will operate under these conditions for the next few months until new laws are established governing their operation.</description>
