Slug caption: Despite threats from other veterans organizations and efforts of the police to discourage them, approximately 200 veterans, said to be Communists, paraded down Pennsylvania Avenue in Washington today and when denied permission to demonstrate on the plaza where a group of western veterans are maintaining an endless march around the Capitol, gathered on the steps of the Library of Congress across the square from the Capitol. Photo shows the parade winding its way thru the street, in the distance looms the great dome of the Capitol.
