Cartoon shows Uncle Sam as a chef, serving up a large puffy dish labeled "U.S. Army Omelet" to a patron labeled "Congress." In a garbage can are broken egg shells labeled "National Guard," "Regular Army," "Draftees," and "Reservists." Uncle Sam says, "You certainly wouldn't want to unscramble this?" In July 1941, President Roosevelt told Congress that if it did not extend the one-year service terms of National Guardsmen, reserve officers, and draftees, that in two months, two thirds of the Army would be disbanded. By a one-vote margin, Congress extended the term of service by 18 months.
