World War II cartoon shows an old man, representing Congress, perspiring heavily as he tries to write a "Parity Plan." A calendar shows the days remaining until October 1. President Roosevelt, dressed as an angel with wings, holding an hour glass and a scythe, looks over his shoulder. On September 7, 1942, Roosevelt asked Congress for legislation to control prices, including holding farm prices to parity levels. He threatened to take action by executive order if Congress did not act by October 1. Galvanized by this threat, Congress passed a price control bill, and the President signed it on October 2.
