Election day cartoon shows Uncle Sam casting a ballot, saying, "This is the day when every man in my country is king." A man in 18th century garb, labled "D.C.," sits dejectedly, his leg chained to a ball labeled "Taxation without Representation." In 1944, residents of Washington, D.C. had no voting rights in national or state elections and all local officials were appointed. This situation was not remedied until 1964 when a constitutional amendment gave them the right to vote in presidential elections.
