Cartoon shows the Republican elephant jumping through a hoop (labeled "Economy") held by President Coolidge, dressed as a ringmaster. The Democratic donkey and a goat with one horn are lined up, ready to jump through another hoop, also labeled "Economy." The goat was the symbol used by Berryman to represent third parties or insurgent members of either party. Coolidge was known for his personal frugality, and he was generally successful in his program to reduce taxes and cut back on what he thought were unnecessary government expenditures.
