Cartoon shows Uncle Sam with hat in hand watching two men respresenting Chile and Peru shaking hands. On the table between them lies a document reading "Tacna-Arica Arbitration Agreement, Chile-Peru." Berryman's signature small bear trumpets the news through a bull horn, but two men in the background ignore it. In 1922, Chile and Peru asked the United States to arbitrate their dispute over the ownership of the provinces of Tacna, Arica, and Tarata, a dispute dating back to 1883. The U.S. government invited Chilean and Peruvian representatives to Washington and a preliminary settlement was reached. A final agreement was not reached, however, for several years.
