Cartoon shows Texas Senator Tom Connally in the Senate declaiming "We'll fight to the bitter end!" as Army Chief of Staff, General George Marshall applauds from the gallery and Mississippi Senator Theodore Bilbo watches. The Senate Majority Leader Alben Barkley orders: "Quiet in the gallery! The Senator from Texas is talking about the poll tax . . . not the Axis." Between 1942 and 1944, Southern senators, including Connally and Bilbo, using the threat of filibusters, blocked passage of a law that would have abolished the poll tax as a requirement for voting. The presence of Marshall may refer to the fact that a proposal to abolish the poll tax for military personnel for the duration of the war complicated the situation.
