Cartoon shows a cannon (labeled "Roosevelt Administration") that has blasted a hole in a high wall (labeled "Joe Grundy Tariff Wall"). A flag labeled "Privilege" flies over the wall. Grundy was a Pennsylvania business man, briefly a Republican Senator, who backed the high Smoot-Hawley Tariff Act so strongly that it became known as the "Grundy Tariff." He also opposed the efforts of reform groups to pass laws concerning child labor, female labor, and wages and hours. In 1933, President Roosevelt, hoping to increase foreign trade, asked Congress for legislation to allow him to negotiate reciprocal tariff agreements. The cartoonist suggests that those who support high tariffs have the interests of the moneyed classes at heart.
