Cartoon shows a disgruntled fat politician (labeled "N.Y. State Politics"), wearing a crown and carrying a scepter labeled "$500,000 Patronage," sitting astride a keg of beer. In March 1933, after Congress voted to repeal the Prohibition Amendment, but before it was ratified by the states, many states passed laws legalizing the sale of 3.6 percent beer. In New York, Governor Herbert Lehman proposed regulation of beer sales by a non-partisan board, much to the dismay of politicians of both parties who saw the opportunity for patronage through local boards.
