Cartoon shows Soviet foreign minister Gromyko, holding a satchel containing a monkey wrench, being stopped at the entrance to the Japanese Peace Conference by an American policeman. In September 1951, the United States prevented the Soviet Union from delaying the Japanese Peace Treaty by making it clear that the delegates to the Japanese Peace Conference were there to sign the peace treaty, not to renegotiate the terms. In protest, the Soviet members walked out.
