Cartoon shows Uncle Sam in a chicken yard, pointing a gun at three vultures (labeled "Graft," "Waste," and "Corruption") perching on a nearby branch. The chicken house is labeled "Aid to Greece & Turkey." Drawn shortly after President Truman enunciated the Truman Doctrine, committing the United States to support countries threatened by the Communists. Aid to Greece and Turkey constituted the first implementation of the Doctrine. The cartoonist warns of the problems that sometimes accompany large government spending programs.
