Reproduction of cartoon drawing shows a peniless man sitting on a park bench, labeled "victim of bank failure." A squirrel asks him why he did not save his money, to which he replies, "I did." Squirrels are animals that harvest nuts and seeds in the autumn for to provide food during long winters. Bank failures, either due to panic withdrawals or overall decline in investments, increased as the American Great Depression that began in 1929 continued. In 1933, as a result of widespread bank failures, Congress and President Franklin D. Roosevelt created the Federal Deposit Insurance Corporation (FDIC) to provide federal government guarantee of deposits and maintain stability and public confidence in the nation's banking systems.
