Cartoon shows a man representing the United Nations peering at the feet of a man labeled "Tibet" hanging from a tree. Soviet deputy premier Vasiliĭ Kuznet︠s︡o stands behind the United Nations representative, his hands clenched into fists, telling him that he is provocative, malicious, slanderous and nosy. Tibet appealed to the United Nations in September 1959, requesting intervention in China's crimes. The United Nations General Assembly approved a resolution that "deplored" events in China on October 21.
