Cartoon shows a fat bemedaled Russian officer lecturing a defiant Estonian peasant. In 1944, Russian troops drove the Germans out of Estonia and immediately incorporated it into the Soviet Union. Fifty years later, with the fall of the Iron Curtain, Estonia had declared its independence, but Russian leader Boris Yeltsin refused to remove the last 2000 Russian troops until the Estonian government agreed to provide Russian officers who had retired there with citizenship, housing, and pensions. Under pressure from the United States, the Russians eventually backed down.
