Called "Model City" by the city government, the district was a lightly populated area that grew in the 1930s with the building of Liberty Square, the first subsidized public-housing project in the American South. For several decades the neighborhood thrived as the home of middle-income African-Americans who worked in the city's booming tourist and service industries, but it later became increasingly poverty- and crime-stricken.
