Johnson, an African American Baptist minister from Baltimore, questions the ability of the white race to rule itself justly or democratically, citing the absurdities and shortcomings he sees on the U.S. political and economic scene in the late 19th century. This discourse seems designed as a counterwieght to the usual arguments about the inferiority of the Black race.
