- As the title suggests, this is a team-based descriptive study supported by the Consejo de Ciencia y Tecnología del Estado de Puebla looking at how indigenous communities (Nahua and Totonac) govern and manage their water resources. Demonstrates and exemplifies the kinds of conflicts in understanding, policy, and action between the government agencies, NGOs, and the local indigenous and mestizo communities when it comes to issues of sustainability and sustainable development. Failure to have a deep understanding of the social and cultural complexities, and outsiders with prior assumptions and perspectives unchanged by their interactions with local people, has led to lack of a coherent intercommunity plan for conserving water.
