- Two thin tomes address the legal, social, and political situation of indigenous alcaldías (traditional Maya authorities) 10 years after they were legally recognized as legitimate by the state. Looks at how these authorities interact with the municipal and state authorities and agencies, as well as other intermediary organizations, and examines if they are equitable, subordinating, or conflictive. Interviewed were alcaldías of Chichicastenango, Panajachel, Santa Cruz del Quiché, Sololá, and Totonicapán. The role of the Consejos Comunitarios de Desarrollo and Consejos de Desarrollo Urbano y Rural as intermediaries has been useful in many of these communities but conflictive in others. The second tome presents the data by municipality with an unsurprisingly high degree of variability given the very distinct histories and trajectories of these different townships (despite their proximity). The author has found a vital and encouraging process of revitalization of this ancient institution in the last 10 years after legal recognition by the state, especially in light of the past political violence and the need for oversight of the environmental resources. They have fared best in relation to the justice system, less well in terms of their officially sanctioned role in the defense of cultural rights, and even less in the areas of social and economic rights. The author concludes that it is a good beginning, but this institution is still under-recognized, poorly understood, and not always respected as the law dictates, due to racism.
