Demas, and Amory Waite arrived at the base where they found Byrd in poor physical health; Poulter convinced his colleagues that future polar explorations required a purpose-built vehicle, impervious to the extreme conditions and able to act as a mobile base of exploration. When the United States government announced plans for a 3rd Antarctic expedition in 1939, Poulter and his colleagues presented plans for an enormous "snow cruiser" that the press immediately dubbed the Penguin; Pullman Company built the vehicle)

Illinois Institute of Technology WWW site search via Google, Apr. 21, 2015 (Thomas Charles Poulter; also identified as Doc Poulter; b. 1897; d. 1978; completed his education at Iowa Wesleyan College, where he became Professor of physics in 1935; joined the Armour Research Institute in 1937, after his first Antarctic expedition to the South Pole; was second in command on the Second Byrd Antarctic Mission to the South Pole; at Armour Institute, he developed the Antarctic Snow Cruiser for use in his second expedition with Admiral Byrd; In 1948 Dr. Poulter joined the Stanford Research Institute; After visiting the Elephant Seal colony at Ano Nuevo Island off the coast of California, he became interested in seals. He began studying the seals at the Island in 1962 and was instrumental in having the island declared as a biological preserve in 1967; Poulter Laboratory at Stanford Research Institute is named after him.
