He studied law at Victoria College of Stellenbosch, and at the University of Amsterdam, and was a judge in the Orange Free State (OFS). He became legal adviser to the OFS forces during the Anglo-Boer War, and a general. He represented the Orange River Colony (ORC) in the negotiations for a Union of South Africa, and was appointed minister in the first government of the new Union of South Africa (1910). He formed the National Party (NP) (1914) and became prime minister of South Africa in 1924). He joined in a coalition with the South African Party (1932) and remained as prime minister until 1939.
