He was born 01 February 1866 in Corsica, France; completed his secondary education at the port city of Constantine from 1883 to 1886; became a member of the colonial administration as secretary; brought him into contact with politically influential Sufi Muslim religious orders; wrote a book together with Octave Depont - Les confreries religieuses musulmanes. In 1902 he ent to Mauritania with the hope of asserting the power of zawiya Sufi religious communities over hassan (warrior) families; led a military expedition to Tagant in the spring of 1905.
