Carey named him New York secretary of state in 1978; remained in office until 1982; later was a commissioner of the Port Authority of New York and New Jersey; served for a period as vice chairman of the Democratic National Committee; one of the most important labor lawyers and negotiators in New York; spent much of his career with the firm of Meyer, Suozzi, English and Klein)
