He introduced presidential rule for 3 months prior to elections and issued a decree calling for Dec. 11 and 12 elections to a new Federal Assembly of the Russian Federation) p. 7 (Yeltsin"s Sept. decree mandated a bicameral parliament (Federal Assembly): a 450-member lower house (the State Duma), which resembles the U.S. House of Representatives, and a 178-member upper house (the Federation Council), analogous to the U.S. Senate)
