Pacific Fleet, with the rank of Admiral, and was the highest ranking naval officer afloat; as the highest ranking officer present when the Japanese attacked Pearl Harbor on December 7, 1941, he was suspended from command ten days later pending investigation; a presidential board of inquiry in 1942 found Kimmel and General Walter C. Short guilty of dereliction of duty, but a naval court of inquiry in 1944 and a congressional investigation in 1946 found no dereliction of duty; no court-martial was held and Husband Kimmel retired in 1942 with the rank of Rear Admiral) |
