Kentucky encyclopedia, ©1992: page 744 (John Robert Procter, born Mason County, Ky. on March 16, 1844. Attended University of Pennsylvania (1863) and Harvard University (1875). Became Kentucky state geologist and commissioner of immigration though he was not a geologist in 1880. Appointed by President Grover Cleveland to head the U. S. Civil Service Commission in December 1893 where he served until his death on December 12, 1903 in Washington, D. C.)
