Citizens' Nat. Bank, New Castle, Pa.; interested in philanthropic work; member of various college, benevolent and religious boards; interest in state and national politics; originator of Campaign Text-Book, first used during Garfield campaign of 1880; member 53d and 54th Congresses (1893-1897); introduced bill creating Industrial Commn, which afterwards became a law; apptd. member of Commission, elected its v.p.; at conclusion of its work in 1902 made supplementary report from which evolved the law creating the Bureau of Corporations; Republican; died July 21, 1912)
