She was 94. Ms. Shulman was the deputy to Donald R. Manes, the borough president for 14 years, when he resigned in Feb. 1986. Ms. Shulman, who had been Mr. Manes's deputy since 1980, was chosen by the Queens members of the City Council as the interim president for the rest of the year. Claire Kantoff was born in Brooklyn on Feb. 23, 1926; husband, Dr. Melvin Shulman.
