KOTSCHNIG DEAD; LONGTIME U.S. AIDE TO U.N.; Walter Maria Kotschnig, a Foreign Service officer who was present at the formation of the United Nations and who went on to represent the United States at conferences worldwide for more than a quarter century, died Sunday... He was 84 years old and, until four years ago, lived in Chevy Chase, Md. A native of Austria, Mr. Kotschnig joined the State Department in 1944 and became an expert on international organizations. He came to the United States to stay in 1936 and received citizenship in 1942. In those years, and until he entered government service, he taught comparative education at Smith and Mount Holyoke Colleges in Massachusetts)
