He served as member of the State house of representatives 1880-1882. He served in the State senate 1882-1890. He was again a member of the State house of representatives 1890-1894. He again served in the State senate 1894-1897; elected as a Democrat to the Fifty-fifth and Fifty-sixth Congresses (March 4, 1897-March 3, 1901))
